Former MP and minister Rory Stewart has told Sky News that the whip system in Parliament makes the UK an “elected dictatorship” – no matter the party in government.

Once a rival to Boris Johnson for the Tory leadership, he said that the system meant that ministers were often appointed due to their loyalty, rather than ability.

The former spy and diplomat was also scathing of western relations towards Russia over Ukraine, saying that providing arms to Ukraine was one of the only options left to counter the Kremlin.
